How to unlock the Jova Captain's Office in Hell Is Us
The Captain’s Office is just past the entrance to Jova Village. It’s the one with the flag and several soldiers surrounding it. The rooftop and attic have been destroyed, though you can still climb up the ladder to retrieve a few consumables.

The drunk guard and alcohol
If you want to open the Hell Is Us Captain’s Office, you need to become buddies with a drunk guard. You’ll find this fella sitting on a picnic bench in the yard.
Now, it’s time to bring him some alcohol. Go to the center of the village where there’s a well. You should see a house with the “Death to Sabs” graffiti on the wall. Enter the house via the second-floor doorway and peer inside. Then, pick up the Nearly Empty Bottle of Mead from the fridge.
Hand over the bottle to the drunk guard. Well, it’s nearly empty, so it’s not enough to get in his good graces.
More alcohol from Lake Cynon
For the next step of the Hell Is Us Captain’s Office quest, you have to progress further into the campaign until Act 2. This is when most of the soldiers leave Jova. Some NPCs, such as Abbot Jaffer and Rebecca, also manage to find their way to Lake Cynon.
Go to the house at the edge of the meadow and talk to Abbot Jaffer. Next to him is a Full Bottle of Mead. Bring this to the drunk guard back at Jova Village. He’ll be so elated that he’d reward you with the Jova Office Key.
Captain’s Office rewards
To enter the Captain’s Office, climb the ladder and go to the opposite side of the ruined attic. You can drop via the opening to land on a balcony ledge down below. Then, use the key to unlock the door.
Inside, you’ll find a bunch of goodies, such as Vaas’ Plan (recording), Prison Manifest (research item), Collar of Grief - Bargaining (defensive gear), and the Sabinian Cap (cosmetic item).
